Today's news include a story about Boulder County partnering with other towns in the county (not Longmont) to form a Solar Coop. I'm afraid I can't find a free link for you, but this will take you to the story.

The coop is intended to help residents and small businesses transition to solar energy by allowing them to participate in group buying.

Government is going "allow" you negotiate privately for a commodity and government is going to help cover your costs with money taken from others.

These are the kinds of decisions where you will here Mayor Terri Goon say "no". It is not the purpose of government, nor is it equitable or fair.
